To guess, probably a barcode scanner and RS-232 port in the same device.

Does the manufacturer have any explanation?

The name dynaBAR 232 also suggests this
BARcode & rs232 (technical name for serial port)

Test for barcode reader:
- Go to the main menu
- press ON/Clear
- goto CALC
- type exactly this:
BAR:(INT(1),INT(40))
- if you spot a pushbutton on the device, be sure to press it during the next steps
- press EXE

What happenes?
- a tiny red LED lights up on top for about 2 seconds:
Wow, it looks like a working bar code reader!
     Ignore any error message!
- nothing happenes for two seconds:
It seems to be a barcode reader, but it might not be functional.
- syntax error:
    check for typos
- missing proc:
it may still be a barcode reader, but you'll need the manual.

Test for CommsLink:
- insert dynabar device
- go to the main menu
- press ON/Clear
- press UP
If there is a new menu item COMMS just before OFF, its a CommsLink.
